Petra, a Russian assassin that gave up that life and loyalty for the old Soviet Union after a blotched assassination attempt caused an innocent boy to get shot, finds herself once again forced into working for the other side when Stepov, the leader of the Russian mafia in San Fransico, California, holds her sister Lara captive, only promising her freedom if Petra assassinates Police Chief Ludlow during a costume ball.
